Our Bylaws: Washoe County Young Democrats
Passed unanimously January 17, 2017
We, the Washoe County Young Democrats, are here to represent the voices of any young person interested in the governmental and political process, and therefore enact this Constitution as our law of governance. Our purpose of this organization will be to represent the ideals of the Democratic Party and to promote those ideals. We shall help to exchange all knowledge and information with other young democrats alike as well as cooperate in working with any other political affiliations, and to do so we shall organize events and activities to promote the interest and well-being of our democratic views in the state of Nevada.
Article I: Charter Information
Section 1: Name
The name of this organization shall be called Washoe County Young Democrats
Section 2: Affiliation
This Chapter shall remain in accordance with all Young Democrats of America, Young Democrats of Nevada, and local democratic affiliate organizations’ bylaws and constitutions. In the event of not following said bylaws or constitutions, this Chapter is subject to lawful consequences as prescribed by the organization whose accordance we have fallen from.
Article II: Membership
Section 1: Eligibility
All Washoe County residents interested in the Democratic Party or its beliefs and values shall be eligible for membership. The Washoe County Young Democrats does not discriminate with respect to membership on the basis of race, color, creed, religion, national origin, sex, gender identity, socio-economic status, physical or mental impairment, or sexual orientation.
Section 2: Removal
In the event that a member is a bad representation of the Democratic Party, that individual will be asked to renounce their membership and asked not to partake in any future event and activity held by this organization. A member can only be removed by a 2/3 majority of the executive board. Bad representation can include, but is not limited to, publically supporting another party’s candidate in direct opposition to a Washoe County Democrat candidate, violating social media administrator privileges, or misrepresenting the Washoe County Young Democrats.
Sections 3: Resignation
Members are free to resign at any time for any reason.
Section 4: Membership Dues
Membership fees will be $25 per year composed of $20 for the chapter and $5 for the state. Membership can also be earned through volunteer hours, as authorized by the Executive Board.
Section 5: Membership Structure
Membership is as follows, and is tracked by the Secretary:
A Registered Member is, as the name implies, a registered Democrat in good standing between the ages of 18 and 36 that is a resident of Washoe County. Registered Members may serve on the Executive Board of the Washoe Young Democrats, and have full organizational voting privileges.
An Associate Member is a progressive in the Washoe region that is not (yet) a Democrat, or someone who does not live full-time in the area. They may serve an advisory function to the board, but may not serve on the Executive Board or vote in organizational matters.
A Mentor Member Democrat above the age of 36, and provide guidance to the Washoe County Young Democrats. They may serve an advisory function to the board, but may not serve on the Executive Board or vote in organizational matters.
Article III: Officers
Section 1: Officer Positions
The officers of this club shall be:

Sections 2: Executive Board Eligibility
In order to hold a position on the Executive Board, you must be a registered Democrat in the State of Nevada and be between the ages of 18-36 with all Registered Membership dues paid in full. The officers of this club shall be elected for a term of two years by a non-secret ballot of the members present at the meeting. Registered Members must disclose any potential conflict of interest prior to election.
Section 3: Election Schedule
Elections will be held at the first meeting in the month of May.
Section 4: Vacancies Between Elections
Vacancies occurring between elections must be filled by special elections at the first regular meeting following the withdrawal or resignation. If a member of the board resigns or is asked to step off, a special election will be scheduled.
Section 5: Executive Member Meetings
Executive Members will meet monthly in a specific Executive Meeting as needed.
Section 6: Subcommittees
Subcommittees will be formed based upon membership interest following initial meetings.
Article IV: Duties of Officers
Section 1: President
The President shall preside at all meetings of this organization and conduct them according to the organization Bylaws and Robert’s Rules of Order. They shall enforce due observance of this Constitution and Bylaws; decide all questions of order; sign all official documents adopted by the organization, and perform all other duties pertaining to the office of President.
Sections 2: Vice President
The Vice President shall assume all the duties of the President in their absence. In addition, they shall help to organize club activities, plan and recommend fundraising club for operating benefits, advance club interest and activity as approved by the club.
Sections 3: Secretary
The Secretary shall keep a record of the proceedings of all meetings, keep a roll of members Registered Members, Associate Members, and Mentor Members (including name, address, email address, and phone number) and submit membership applications. The Secretary will oversee the grammatical and content editing of publications issued by the club, if needed. The Secretary will help to keep the Constitution and Bylaws of this organization and have the same with them at every meeting. They shall note all amendments, changes and additions on the Constitution and shall permit it to be consulted by members upon request.
Section 4: Treasurer
The Treasurer shall receive and receipt for all revenue paid to the club; keep an accurate account of all revenue received; and provide a quarterly report to the Washoe Democrats and the Nevada Young Democrats when requested.
Section 5: Communications Officer
The Public Relations Officer shall manage all communication materials, historical material, and social media, ensuring the Washoe County Young Democrats are represented appropriately within the community. This position may be split into more than one, dependent on need.
Section 6: Term Completion
At the end of the term year all officers shall turn over everything in their possession belonging to the club to their successor and ensure the successor’s questions, comments and concerns are answered. They will in no circumstance commit any activities that may damage the organization and any other chapter affiliates, or disable or harm its ability to track information or communicate.
Article V: Meetings
Section 1: Meeting Schedule
This document shall provide for regular monthly and special meetings, as set by the President.
Sections 2: Special Events
Meetings can be replaced with Special Events.
Article VII: Amendments
This Constitution or the Bylaws may be amended by a two-thirds vote of the total Registered Membership. Proposals for amendments shall be submitted in writing at a regular meeting and shall be voted on at the next following regular meeting, provided all Registered Members have been notified by email of the intent to amend the Constitution and/or Bylaws at said meeting. Bylaws and Robert’s Rules shall govern proceedings, with Bylaws prevailing if there is a conflict.
